James C. Ingram

Senior Counsel

As senior counsel at the Foundation, James C. Ingram, J.D., is legal adviser to the Building Human Capital, Vulnerable Populations, Health Insurance Coverage, Childhood Obesity and Public Health Teams. He enjoys “working with program staff to help them make their ideas work” and, in this role, advises and supports program, financial, and administrative staff on legal matters, reviews contracts, and ensures that RWJF grants comply with tax, lobbying and advocacy regulations.

Previously, Ingram was in private practice for 20 years at Drinker Biddle & Reath, LLP, a Philadelphia law firm. His practice specialized in complex commercial litigation, banking, insurance, and trade regulation. He served as law clerk to Hon. John F. Gerry in the U. S. District Court for the District of New Jersey.

Prior to attending law school, Ingram was a caseworker for the Philadelphia County Board of Assistance. He received a J.D. from the University of Pennsylvania in Philadelphia, graduating magna cum laude, and was a member of the Order of the Coif, one of the highest honors a law student can receive. He earned an A.B. from Lafayette College in Easton, Pa.

Raised in New Jersey, he enjoys fly-fishing and biking and lives in Wyndmoor, Pa., with his wife, Connie Pechura, a former RWJF program officer and now executive director of the Treatment Research Institute in Philadelphia. He has two adult children.
