The Foundation's Program to Promote Long-Term Care Insurance for the Elderly was designed to stimulate private/public partnerships at the state level for the development of long-term care insurance for the elderly.The objective of this planning project is to develop a fundable demonstration program in long-term care insurance. Oregon will design and cost out a model long-term care insurance benefits package emphasizing home and community-based care, and utilizing a strong gatekeeping and case management system. Grant funds will be used to conduct surveys to determine long-term care service needs, to analyze spend-down data and to work with state and private officials in refining the program model.
