The purpose of this project is to adapt the Benefits Outreach and Screening Software (BOSS), originally designed to determine benefits eligibility for the elderly, for determination of benefits eligibility for physically and developmentally disabled children and adults, at-risk mothers and infants, people with AIDS, and general populations seen in hospital ER and outpatient departments. To accomplish this the investigators will: (1) undertake the research and development necessary to identify the relevant entitlements and rules governing them for each group; (2) determine design features needed by various user organizations (e.g., hospitals health clinics, social service agencies, religious organizations, and community agencies such as independent living centers); 3) develop the necessary system design and computer programming accordingly; and (4) identify and work with up to eight agencies that could serve as pilots for implementing the programs designed.
