The Foundation's Program to Promote Long-Term Care Insurance for the Elderly was designed to stimulate private/public partnerships at the state level for the development of long-term care insurance for the elderly.This is a pre-implementation grant to complete the design and pre-operational steps necessary for launching a long-term care insurance demonstration. The objectives of the project are: (1) continue data analysis and modeling of various program features; (2) design a public/private counseling and educational program; (3) refine case management and insured event criteria for use in benefit allocation; and (4) work with insurers and state agencies to determine data elements to be collected during the course of the demonstration. The target date for implementation is February 1, 1990, pending approval of a Federal waiver request.
