The Foundation's Tobacco Policy Research and Evaluation Program was designed to provide support for research and evaluation projects that will produce policy relevant information about ways to reduce tobacco use in the U.S., especially among children and youth.The purpose of this project is to assess the likely impact of tobacco regulations on public health and social policy. In the first phase, an analysis of the history of federal tobacco regulatory efforts and the ethical underpinnings of tobacco regulation will be conducted. In the second phase, an analysis will be conducted on the consequences of the regulatory options under consideration and their impact on specific elements of social policy and public health. If new tobacco regulations are proposed, this project also will monitor the unfolding public debate and assess the consequences of these discussions for implementation.
