Cash & Counseling initiative -- Supplemental funding

The Foundation's Program, Cash & Counseling, was designed to allow elderly and disabled Medicaid consumers the opportunity to manage cash allowances in lieu of receiving traditional agency-delivered supportive services. In March 1994, the Foundation sponsored research into an innovation known as "cash and counseling" by which cash allowances or vouchers for a range of specified services are paid directly to disabled persons enabling them to choose and purchase the services they feel would best meet their needs. The counseling component involves the provision of information, advice, and training to assist consumers in their decision making and in the management of the services they purchase. This grant provides continued support of a large-scale demonstration and evaluation of the "cash and counseling" approach in four states: Arkansas, Florida, New Jersey, and New York.
