The Foundation's program Cash & Counseling was designed to expand a proven model of consumer-directed supportive services to more states, allowing thousands more older adults and people with disabilities to have choice and control over the care they receive.Under an initial planning grant awarded in January 1997, the State of New Jersey laid the groundwork for a demonstration project designed to test the concept of providing cash grants to Medicaid recipients in lieu of traditional agency-delivered services. This grant will permit individuals to use a cash grant to purchase services and supports of their own choosing in the community, with the assistance of a trained counselor. The services that will be used to test this concept are the optional Medicaid Personal Care Assistant services.
