Building support for the framework convention on tobacco control

The role the United States plays in negotiations on the Framework Convention on Tobacco Control (FCTC -- the first world health treaty ever proposed) is likely to have a major impact on tobacco prevention and cessation initiatives/policies in the U.S. At present, there is little understanding in the U.S. tobacco control community about the FCTC process and a lack of U.S. input into language of the proposed treaty. To enhance the impact of the FCTC, the National Center for Tobacco-Free Kids (CTFK) will: (1) educate the American public, tobacco control advocates, Non-Governmental Organizations (NGOs), and policy makers about the significance of the WHO FCTC for both domestic tobacco prevention and cessation efforts; (2) strengthen coordination among U.S. organizations on behalf of a strong, effective Convention; and (3) communicate to the UN agencies and NGOs based in New York the positions of the U.S. tobacco control community on FCTC protocols. The CTFK will work closely in partnership with other organizations to develop core principles and prepare and disseminate policy briefing materials and fact sheets on the FCTC and related protocols. The CTFK will also host meetings of key policy makers to assist in the development of joint NGO positions and statements and coordinate U.S. NGO work with the Administration, Congress, and the United Nations.
