Technology exists to develop secure electronic personal health records (PHRs) that are longitudinal, portable, and that aggregate medical information from all involved in an individual's care, yet several barriers prevent this potential from being realized. The purpose of this project is for The Markle Foundation to convene a series of expert panels to develop guidelines, standards, and technical solutions that can pave the way for greater development of PHRs. The four working groups will cover: data exchange standards; policies for coordination and integration between PHRs and institutionally based electronic health records; digital identity; and organizational and sustainability models. The project will be considered successful if readily usable solutions and guidelines can be developed by the panels.
