Identifying and assessing opportunities for improving services to youth transitioning from foster care to adulthood

Nearly 25,000 children are emancipated from the foster care system each year and expected to transition to self-sufficiency. These children experience high rates of physical and mental health issues, education and employment problems, and homelessness. Despite national and state initiatives to address the challenges faced by these youth, little is known about the effectiveness of support systems at the local level, and coordination of service delivery between state and local providers is inadequate. Under this grant, the Joint Center Health Policy Institute (HPI) will engage diverse stakeholders to examine barriers to effective local service delivery and identify promising community-based models that support vulnerable youth as they transition out of the foster care system. Working with the Black Administrators in Child Welfare and Research America, HPI will review the literature and existing surveys, conduct a telephone survey and up to four focus groups, and produce a final report to inform the Foundation's next steps in this field.
