The Foundation's Substance Abuse Policy Research Program was designed to provide support for investigators to conduct policy research on a variety of subjects directed at helping the country reduce the harm caused by substance abuse.Process improvement strategies can impact substance abuse treatment with regard to process quality, operational efficiency, days to treatment, and retention in care. Yet, little is known about whether organizational changes can improve client employment, health care utilization, and criminal justice involvement. This study is the first step in understanding the outcomes for clients after their involvement in an agency participating in the NIATx intervention. The purpose is to investigate the feasibility of using state administrative data systems to track clinical outcomes and assess changes post treatment. If clients can be linked to Medicaid, criminal justice, and employment databases, the foundation will be established for analysis of 60 to 70 treatment programs participating in NIATx200, a randomized trail of strategies to facilitate implementation of organizational process improvements.
