The Foundation's program, Maximizing Enrollment for Kids: Making Medicaid and SCHIP Work, was designed to increase health insurance coverage of eligible but uninsured children in Medicaid and SCHIP by helping states improve their policies and procedures and to measure the impact of these changes.Illinois is one of the few states in the nation that provides opportunities for coverage for all children, regardless of income, age or citizenship status. However, although Illinois has made great strides forward in their enrollment efforts, they still struggle to retain the children who are enrolled in the program and face significant challenges in their administration of public programs, especially Medicaid, and the interface of these programs with other social service programs. In addition, Illinois is in the process of implementing an agency-wide "Framework" project which will enable the state to identify common processes among public social service agencies and implement common systems and strategies and state efforts to learn more about eligible but uninsured children.
