Developing and evaluating a feasible, sustainable national safety net to complement expansions of public and private insurance

This project will develop a direct-access, safety-net model for the uninsured that is not merely an option of last resort, but a network of designated providers that serves as their primary source of coverage. Most of the reform proposals currently on the table are for coverage that, although nearly universal, will leave part of the population uninsured and, therefore, needing a safety net. The project will use mixed-method analyses, modeling and evaluations -- consisting of literature reviews, interviews, case studies and data -- to develop a safety-net model based on adequacy, integration, eligibility determination and enrollment. Deliverables will include in-depth case studies, draft and final analyses, reports, and issue briefs. The grantee will also publish findings in health policy journals and present them at national and regional research and policy meetings.
