The Foundation's program, State Coverage Initiatives, was designed to help states plan and develop insurance market reforms, Medicaid reforms, and other significant health care financing and delivery changes.This grant supports early stage implementation of the coverage provisions of the Patient Protection and Affordable Care Act (PPACA) in Virginia. The goals are to: (1) convene an advisory council for stakeholder input into PPACA implementation decisions; and (2) develop consensus among key stakeholders about the implementation choices Virginia will face in 2011. Len Nichols, Ph.D., director of the Center for Health Policy Research and Ethics at George Mason University, will lead this effort and will draw upon other Mason faculty, as well as national experts. The deliverables will include: (1) meetings of the advisory council to establish a sense of shared commitment to the goals and process of implementation; (2) an implementation time line tailored to Virginia; and (3) reports for the legislature that reflect stakeholder input on Virginia's options in PPACA implementation. The Virginia Health Care Foundation will provide a $25,000 grant to the University for the first meeting of the advisory council.
