This planning grant will lay the groundwork for designing: (1) a high-quality, multipronged study on the impact of mandated state health insurance exchanges on the offering of health insurance by small businesses; and (2) the materials necessary for timely implementation of the study. Beginning in 2014, when the Affordable Care Act (ACA) is fully implemented, small businesses will have access to the state health insurance exchanges, which are meant to provide them with a seamless platform to find affordable health insurance, compare offerings, and make a purchase. Understanding how small businesses respond and/or participate in these exchanges is a key component in the effective implementation of ACA. Specifically, as part of this grant, the researchers will develop questionnaires; select the appropriate states for the study; develop a methodology for conducting the qualitative analysis, case studies, and site visits; and develop a well researched proposal for the full study.
