This grant supports a contract with Wakely Consulting Group to provide technical assistance in the design and operation of state health insurance exchanges under the Affordable Care Act. Wakely will advise states in nine areas: exchange design, exchange financing, actuarial modeling, risk adjustment and reinsurance, qualified health plans, operations and related information technology, tools to support decision-making, the Small Business Health Options Program, and outreach and marketing. Deliverables will include monthly calls and written reports to the State Health Reform Assistance Network (State Network) national program office (NPO) on the technical assistance that Wakely is providing to states; individual and group calls with states; site visits; interviews with key policymakers; market assessments; analyses of and reports on exchange operations; and time lines on exchange-related plans. In addition, Wakely will, in a timely fashion, post documents created for the State Network to Central Desktop, provide draft analyses and reports to the State Network NPO, and notify the NPO if there are changes or state-requested, add-ons to the technical assistance and scopes of work. Assistance to state officials will constitute nonpartisan research and analysis or will constitute a response to a written request for technical assistance within the meaning of the federal tax rules. The grantee will not use Robert Wood Johnson Foundation funds for lobbying.
