The Foundation's Roadmaps to Health Community grants initiative was designed to identify, support, and disseminate models of cross-sector coalitions working to improve health by taking action to address the social and economic determinants of health, such as education, employment, income, community safety, and family and social support.Baltimoreans United in Leadership Development (BUILD) will lead a coalition effort seeking to address the rapidly deteriorating Baltimore public school facilities by changing state and city policies supporting school construction and renovation. Through legislative change at the state level and coordinated changes at the local level, their efforts will pursue the redeployment of state funding and new city revenues as guarantees for capital school construction investments totaling $2.4 billion. The coalition will educate policymakers, parents, families, school administrators and other stakeholders about the new model for leveraging public investments in school construction and will ensure the infrastructure improvements feature community engagement and participation. No RWJF dollars will be used for lobbying. The grantee has set aside adequate unrestricted resources to engage in any lobbying activity. Deliverables include nonlobbying education and training of parents and community leaders, education of and collaboration with local business leadership, nonpartisan research and policy analysis leading to the replication of the Greenville, SC, model for funding school construction.
