Evaluating a Los Angeles County project for lessons in bolstering community resilience related to public health emergency preparedness

This grant supports an evaluation of the Los Angeles County Community Disaster Resilience (LACCDR) project. The goal of LACCDR is to increase the ability of communities to withstand and recover from man-made or natural disasters, emerging diseases, or economic stresses. LACCDR will apply part of the county's funding for public health emergency preparedness (PHEP) from the Centers for Disease Control and Prevention to support implementation of preparedness-building in 16 communities within its jurisdiction. Eight communities will receive an enhanced version of the current, state-of-the-art practice in public health preparedness, and a matched set of eight communities will receive preparedness-building in community resilience. This effort to build community resilience for preparedness and recovery will be the first effort in the nation to translate the conceptual view of community resilience into an operational one. Because PHEP prohibits use of funds for evaluation, LACCDR is seeking external funding to evaluate the project and share this critical information with other stakeholders. The deliverables will include an online toolkit to provide tested strategies and materials for building community resilience; annual presentations at the Public Health Preparedness Summit and multiple other meetings; and practice-oriented, as well as research, journal articles, beginning with three articles in the American Journal of Public Health in 2013.
