A 1996 legislative mandate directed Florida's Agency for Health Care Administration to develop a utilization management system for Medicaid-funded mental health and substance abuse services in order to achieve $34 million in savings.
The University of South Florida, Tampa, Fla. developed strategies for utilization management relevant to children's choices to comply with this mandate between May 1996 and April 1997.
The project was part of the Robert Wood Johnson Foundation's (RWJF) national program Mental Health Services Program for Youth Replication.
