In this chapter of the Anthology, Sara Solovitch, a California-based freelance writer and former columnist for the San Jose Mercury News, examines the Robert Wood Johnson Foundation Reclaiming Futures program. This program, which the Foundation began funding in 2001, aimed at bringing about “system reform” in 10 communities by developing a coordinated approach to dealing with youthful offenders addicted to alcohol or drugs. Solovitch explores the rationale for and key elements of Reclaiming Futures, the way it was carried out at three sites, and the major findings of the evaluation.
Based on the evaluation’s findings, by 2009, the federal government, the Kate B. Reynolds Charitable Trust and the Robert Wood Johnson Foundation funded Reclaiming Futures programs in 16 more communities.
