Midterm Observations and Recommendations From the Evaluation of the Aligning Forces for Quality Initiative

The formative observations we present in this article, and the associated recommendations, are based on analysis of longitudinal evaluation data to date, including results from multiple surveys, qualitative analysis of key informant interviews, review of secondary documents and analysis of secondary data, and ongoing tracking of the activities of the 16 participating alliances. The observations and recommendations presented in this paper are based on consensus achieved by the evaluation team investigators after iterative in-depth discussions.
