The Affordable Care Act (ACA) provides subsidized coverage options for individuals up to 400 percent of the federal poverty level (FPL). States are responsible in large part for implementing the coverage expansions, and the ACA provides states the option to set up a Basic Health Plan (BHP) for individuals between the Medicaid expansion income limit (138 percent) and 200 percent of the FPL.
